What Local Law 11 requires
New York City’s Facade Inspection & Safety Program (FISP), commonly called Local Law 11, requires buildings taller than six stories to have their exterior walls and appurtenances inspected every five years by a Qualified Exterior Wall Inspector (QEWI) — a licensed engineer or architect. The QEWI files a report with the Department of Buildings classifying the facade as:
Safe
no problems requiring repair this cycle.
SWARMP
(Safe With a Repair and Maintenance Program) — conditions that must be repaired before the next cycle.
Unsafe
conditions that are a hazard to the public and require immediate protection, such as a sidewalk shed, and prompt repair.
Unsafe conditions come with tight deadlines, and leaving a SWARMP condition unfixed can turn it Unsafe at the next inspection. Either way, the repair is where we come in.

What happens if my facade is filed Unsafe?
The owner must immediately install public protection, such as a sidewalk shed, and make repairs on the DOB timeline. We can install protection quickly and schedule repairs.
Can you do the FISP inspection?
No — inspections must be done by a QEWI (a licensed engineer or architect). We are the contractor who performs the repairs, and we work with your QEWI.
How long do Local Law 11 repairs take?
It depends on the number of conditions and building height. Small scopes can take a few weeks; larger facades can take several months.
